UK Councils Intend to Dispose of Social Clubs and Leisure Facilities to Balance Books

According to a recent poll of municipal councils, UK councils are planning to offload community centers, athletic facilities, and retail spaces as they bet on a fire sale of properties to balance the books.

Growing Fiscal Pressures Drive Asset Sales

A coalition of councils representing second-tier cities in England reported that 60% of local authorities are planning to dispose of properties to cover the escalating costs of adult and children’s social care.

Local governments have previously faced criticism for selling playing fields and land to support their finances, but they contend they must continue to raise vital cash from property disposals or face insolvency.

The group noted that a high proportion of authorities attempting to raise money from a quick sale of assets marked “a clear change from 2024, when the largest share (six in ten) of local leaders said they would focus on restructuring services and using savings to weather growing fiscal pressures.”

Specific Cases of Proposed Sales

One local authority in Kent said its property management strategy featured the sale of a shopping centre in Rainham and a community venue in Rochester to generate 20 million pounds over five years.

  • Gillingham golf club and commercial properties held in two English counties, which all provide rental income for the authority, will also be sold under the strategy.

Local Levy Rises and Broader Financial Strains

The survey of councils in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will have to increase council taxes next spring to address the rising cost of core provisions, increased rates of homelessness, and a persistent accommodation deficit.

The authority said it will proceed with property disposals after steep rises in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but some of these require time to deliver both better provisions and cost efficiency,” said Vince Maple.

He added: “There are demographic pressures which will persist to increase the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Trends and Forecasts

Research of regional authorities recently further found council budgets being stretched by the growing number of young people and adults needing Send support.

The County Councils Network projected that local shortfalls will reach £4.4bn a year by 2029, as they struggle to cope with rising needs.

Ministers have delayed planned reforms to the special educational needs framework until the coming year after a white paper outlining those reforms was recently delayed.

Deprivation and Financial Gaps

According to the latest indices of deprivation (IMD) covering English councils, several participating urban areas were among the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 across the country under the 2025 deprivation indices,” noted the study.

“While only a single urban area is among the top 10 for disadvantaged communities nationally, urban areas are much more prone to be in the most deprived fifth of the nation. The figures underscores the scale of difficulties facing municipal officials across major urban centers in the coming year,” the report added.

“Council officials have been clear about the need for a fair and sustainable financial structure that reflects and responds to the actual extent of disadvantage and need,” stated a council leader.

“Without this, councils will persist to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the detriment of their communities.”

One in five of local authorities have cut or compromised social care provision in the past 12 months, the study found.
